Liisa Stark


In 2022, Liisa was appointed Vice President – Public Affairs and leads a team responsible for Union Pacific’s public affairs, government affairs, community relations, philanthropic giving and advocacy programs in the 23 states where the company operates. She also manages a purchase-of-service agreement with Metra for commuter service operated and maintained by Union Pacific in the Chicago Region.

Liisa began her career in 1999 as a communications analyst at the Cities, Counties & Schools Partnership, where she worked for five years on coordinating inter-governmental collaboration and joint planning among California’s cities, counties and schools. From 2003-2008, Ms. Stark was a lobbyist at the League of California Cities, where she directed policy development and represented cities’ interests in the areas of transportation and public safety. From 2008 – 2010 she worked for a private firm, specializing in advocacy on transportation issues at the federal and state levels. Ms. Stark joined Union Pacific in 2010, serving as Director of Public Affairs for Northern California and Nevada prior to becoming Assistant Vice President – Public Affairs in Chicago in 2015.
