Summary

The Platte Institute supports LB777. Under a proposed committee amendment to the original bill, the Executive Board of the Nebraska Legislature would be required to maintain a publicly-accessible online archive of video coverage of legislative floor debate and public committee hearings, to begin with the second session of the 108th Nebraska Legislature in 2024. In addition, past recordings of legislative proceedings would be hosted through the archive. The bill also requires the Legislature to request and use federal funding available under the American Rescue Plan Act to create and maintain the archive.

According to the National Conference of State Legislatures, 46 states, the District of Columbia, and the territorial legislatures of Guam, Puerto Rico, and the U.S. Virgin Islands provide an archive of video or audio recordings of floor proceedings and committee hearings.
